The applicant submitted that Part 1 of Article 4 of the law violates his constitutional rights. This provision guarantees the citizens of Ukraine and stateless persons permanently residing in the territory of Crimea, the recognition of Russian citizens.

Recall March 16, 2014 in Crimea held a referendum on the status of autonomy, over 96% of which were in favor of the entry of the region into Russia. March 21 Russian President Vladimir Putin signed a law on ratification of the agreement on joining the Crimea and Sevastopol to Russia, as well as the decree on the formation of the Crimean Federal District.

In spite of the convincing results of the referendum, Kiev refused to recognize the reunification of the Crimea with Russia and considers it “occupied” territory. Moscow stressed that the holding of the referendum in the Crimea, consistent with international law and the UN Charter.
