As told “Izvestia” the authors of the document, the initiative aims to improve the social safety net and the development of tourism on the Russian Federation – especially the Crimea and Sevastopol. According to deputies, the bill would create an additional mechanism for the conservation of funds in the domestic financial turnover. According to the explanatory memorandum for the development of tourism in Russia will raise additional funds that will not be taken abroad. Thus, the money that previously exported our citizens in foreign countries, will be invested in the Russian economy.
One of the authors of the bill, Viktor Sobolev believes that to date, all interested to Russian citizens could qualitatively and relaxation within the Russian Federation. To do this, you must stimulate domestic tourism and to fix legislatively defined standards.
– Given the unstable exchange rate, we understand that the rest of our citizens in Russia will bring positive economic effect as our budget, and the people themselves. Co-author of the bill Vladimir Taskaev told “Izvestia” that the Russian legislation already exist such rules. But this applies more to the territories of the Far North, and deputies propose that due to the profit of the enterprise people could rest, regardless of geographic location. According to the MP, the introduction of the law would not only develop the transport infrastructure, but also to improve the situation in the field of medical and health services.

The first deputy chairman of the Duma Committee on Budget and Taxes Sergei Katasonov fears that the abuse will begin by raising ticket prices, living expenses and rent fairing.
