Restrictions apply to the export of Russian goods and dual-use technologies that can be used in both civilian and defense industry, technology, and equipment necessary for the development of offshore fields, as well as access to capital markets. Sanctions affected the five major Russian banks – Sberbank, VTB, Gazprombank, VEB and the Russian Agricultural Bank.
