MOSCOW, Sept. 12 – RIA Novosti. The Moscow City Court upheld the claim of the capital to the prosecutor’s office of the association “The Voice” to register as a foreign agent, according to the website of the Prosecutor General.
As recalled by the agency in April 2013, Moscow Prosecutor’s Office checked the association fulfills the requirements of the federal law “On Noncommercial Organizations”, then it was found that the association does not comply with the legislation in terms of regulating the activities of NGOs – foreign agents. In this regard, the prosecutor’s office made the executive director of “The Voice” a view that the organization challenged in court.
Zamoskvoretskiy District Court dismissed for “The Voice” at the end of July, and on Friday the Moscow City Court upheld that decision changes.

Meanwhile, the Moscow City Court on September 1 has canceled the decision to bring the association to administrative responsibility for foreign funding, as found no grounds for the recognition of its foreign agent. The Ministry of Justice then stated that decides the issue of excluding associations from the registry of foreign agents, when it receives a copy of the court order.
In November 2012, the law ordered financed from abroad political NGOs to register as “foreign agents.” In June 2013 the Ministry of Justice was right to recognize the NCO “foreign agents” in its sole discretion and included in a roster of five organizations, including “The Voice”. Russian NGOs have repeatedly expressed their opposition to the law and appealed against it, including the European Court of Human Rights.
“The Voice” – a nonprofit organization that since 2000 has been actively engaged in public election observation. September 14, 2014 “The Voice” is going to monitor the elections and in a single day of voting, including the elections to the Moscow City Duma.
