According to the Minister of foreign Affairs of Russia Sergey Lavrov, in the EU there is a written instruction about the use of certain terms when referring to Russia. It is “the annexation of Crimea and occupation of Donbas”, he said.
Lavrov said that Moscow is aware of the existence of such instruction, however, many countries do not comply with it.
“I don’t think reveal a big secret if I say that we know that there are in the European Union written instructions on how every country, including the candidate countries for accession, should publicly speak out at any mention of Russia” — quoted Lavrov TASS.
“There is written that the absolute commitment of all these countries need to pronounce, like a mantra, the terms “annexation of Crimea”, “occupation of Donbass”, etc. Very similar to what this instruction is obligatory for execution”, — said the Minister.

November 23, 2016, the European Parliament adopted a resolution to counter the propaganda of third countries, including Russia. The document was supported by the majority of deputies. The resolution said that Russia provides financial support to European opposition political parties and organizations, uses the factor of bilateral interstate relations to divide members of the European community.
Deputies said the threat from Russia and Islamist terrorist groups that aim to “distort the truth, to sow fear, doubt and division in the European Union”.
Moscow is in the European Union “hostile propaganda”, said in a resolution, at the same time MPs said that the information threat to the EU are of RT, a news Agency Sputnik, the Fund “Russian world” and the “Rossotrudnichestvo” (an Agency under the foreign Ministry). A feature of the document is that in the list of sources of propaganda and disinformation Russia and other countries, which have not been named, was mentioned in one row with terrorist groups Islamic state and al-Qaida, whose activity in Russia is prohibited.
After the adoption of the resolution the President of Russia Vladimir Putin has congratulated journalists of the TV channel RT and Sputnik Agency and thanked them for productive work. The official representative of Russian foreign Ministry Maria Zakharova called the resolution an “information crime” and “the filthy piece of paper.” According to her, in the presence of a “real threat” of terrorism, fundamentalism, “nutrient medium in the form of nationalism, xenophobia” crime is allocating the “view international community a completely different way.”
Russia and an unnamed other States in the resolution contained in the list of sources of propaganda and misinformation along with non-state actors such as Islamic state, al-Qaida and others.
