The first dozen “enemies” – BBC

«Patriotic stop list” is ready. His helpers – are potential candidates for entering into the register of undesirable organizations. It consists of 12 organizations. Most are funded by foreign agents or are involved in the events in Ukraine. The expert believes that the formation of a “patriotic sheet” looks like a “weakness.” The authors of the initiative believe that in the future they compiled the list may be extended.

On Tuesday, the speaker of the Federation Council Valentina Matviyenko said that “patriotic stop list” is ready and it included 12 organizations. The same day, RIA “Novosti”, citing a source in the upper house of parliament published a list of NGOs.

Chairman of the Committee on Defense and Security Council of the Federation, Viktor Ozerov confirmed “Gazeta.ru”, that this is the future “stop-list».

The official “stop-list” should be announced at a meeting of the Federation Council on Wednesday. It will be sent to the Prosecutor General so that she checked these organizations to comply with the law of undesirable organizations. As already reported, “Times» , figures of the “sheet” may enter in the register of undesirable organizations in the autumn.

Chairman of the Committee on Defense and Security Council of the Federation, Viktor Ozerov said that, while the organization of the “stop-list” has yet to be checked, they have every chance to get into the registry undesirable. “I do not think we made a mistake in the first twelve”, – said the senator.

The “patriotic stop-list” will include: “Open Society Institute” (Soros Foundation), National Endowment for Democracy, The International Republican Institute, the National Democratic Institute for International Affairs, the MacArthur Foundation, Freedom House, Charles Stewart Mott Foundation, the Foundation “Education for Democracy”, the East European Democratic Centre, the World Congress of Ukrainians, Ukrainian World Coordinating Council, the Crimean field mission on Human Rights .

Most of these organizations, according to “Gazety.Ru” were considered as candidates for “Patriotic stop list” because of what they fund NGOs, which have been assigned the status of “foreign agents.” This argument sounded at a seminar-meeting in the Senate last Friday, which was attended by representatives of the Ministry of Justice, Ministry of Foreign Affairs of the Russian Federation, the Federal Service for Financial Monitoring, State Duma deputies and members of the Public Chamber of the Russian Federation.

«The list is dominated by the US organization that shows the total anti-American bias, which is seen in the official political discourse”, – said Head of the Department for Strategic Assessments Center for Situational Analysis, RAS Sergei Utkin.

According to a member of the Public Chamber of the Russian Federation Veronica Krasheninnikova, National Endowment for Democracy is one of the major US “channels of financing NGOs.” And on the list of the International Republican Institute and National Democratic Institute for International Affairs – its structural divisions.

East European Democratic Centre (VEDTS), in turn, according to media reports, was founded in 2001 in Warsaw, with the support of the US State Department. The main objective is to spread VEDTS ideas of democracy, support for civil initiatives and non-governmental programs, the construction of an open society, education, human rights and democratic freedoms, social assistance and social change in post-communist countries. The main interest of this organization is aimed at Ukraine and Belarus, where she supported the opposition parties, media and civil society organizations. The main partners of the center are the National Endowment for Democracy, Charles Stewart Mott Foundation and FREEDOM HOUSE from the US, all of them, incidentally, is also caught in the “stop-list”.

Ukrainian World Coordination Council formed in 1993 in Ukraine. The main purpose – to unite all Ukrainian organizations abroad to save the Ukrainian ethnic identity. The activities of this organization has always been resonant. For example, in 2002, it was carried out in several stages “evrokaravan”, during which members of the organization visited the country from the Baltic and the Black Sea, which will soon enter the European Union. They discussed the problems of national minorities.

The Crimean field mission on Human Rights began its work March 5, 2014 with the support of the UN Development Program in Ukraine. The mission mainly focused on monitoring human rights, support for the journalists, human rights activists and lawyers. Among the key challenges – low activity of local human rights and civil society. Thus, representatives of the mission say that Russia seeks to hide the many human rights violations in the Crimea, trying to show a beautiful picture that is significantly different from the reality, and the Crimean field mission openly talk about it.

The compilers of the list, apparently, chose the organization that has the most “critical approach to Russia’s official policy”. “In general, it is clear that there is a desire to protect themselves from the Ukrainian politics and criticism from outside,” – said Utkin.

«The main reason – the anti-Russian activities aimed at destroying ethnic unity, security risk, etc. Take into account the statements of the organizations that we have democracy, rigged democratic procedures … Approximately the criteria we used, “- explained the logic of the Senate chairman of the Committee on Defense and Security Council of the Federation, Viktor Ozerov.

The list, he said, it was compiled on the basis of appeals of various public organizations, the recommendations of the Justice Ministry and State Duma deputies. Head of the Committee on Constitutional Legislation Klishas in said seminar-meeting said that Senators also received information from the FSB and the Prosecutor General’s Office.

The law of adverse organizations was signed by the President in May this year. The register of such organizations will lead the Ministry of Justice, and it will be filled by the decision of the Prosecutor General of the Russian Federation and his deputies in coordination with the Foreign Ministry.

The inclusion in the list of undesirable organizations implies a ban on physical presence in Russia, the ban on recruitment and promotion informational their brands in Russia. Credit and non-credit institutions will not be allowed to conduct operations with money and property, a party that acts prohibited in the Russian organization.

A member of the Public Chamber of the Russian Federation Elena Topoleva-Soldunova explains that getting into the list of undesirable organizations is in fact a complete ban on the activities of the Russian Federation. However, even the hit in the “patriotic stop list” is likely to lead to the fact that the NGOs will refuse to cooperate with them.

«It’s too risky. They can at any time become undesirable, “- says poplar-Soldunova. And this, in turn, cause damage to the Russian non-profit sector, as mentioned organization funded including programs from non-political content.

Professor of Constitutional and Administrative Law HSE Elena Lukyanov believes that the state, on the contrary, should rejoice, “if some international organizations want to pay for what it has itself funded.”

In the discussion of the law on adverse organizations, the register of foreign agents and the issue of the formation of “patriotic stop list” MPs constantly make reference to similar legislation in Western countries. However, apart from the fact that the law on “foreign agents” copied them from a similar US law, which was passed in the 1930s to fight the Nazis, lawmakers forget one fact: foreign organizations have the ability to conduct lobbying activities on behalf of their respective governments only registering in the US Congress. In Russia, such a possibility they do not have – in the country is still not passed a law on lobbying.

Director of the Center for International Security IMEMO Alexei Arbatov believes that the initiative of this strange and may even be regarded as “a sign of weakness.”

«If our leadership in support of 89%, what is the harm it can cause these NGOs?” – Is perplexed expert.

Senator Ozerov said that the original draft of “patriotic stop list” was more, but some of the organizations on the list require additional verification. In the future it may be expanded. “If there are organizations who” deserve “to get there, I think we’ll find a way to turn them”, – says the lake.

The head of the association “The Voice” Grigory Melkonyants, whose house was searched today, said “Gazeta.ru” that the appearance of “patriotic stop list” includes “philosophically”. “As a result, they will come to that ban any foreign funding. And this list will result in almost everything: someone earlier, someone later, “- no doubt about it.
