MOSCOW, May 22 – RIA Novosti. The State Duma adopted in the first reading a bill which involves giving preference to Russian software developers in public procurement.
The initiators of the amendments by the group of deputies headed with the chairman of the Duma Committee on Information Policy, Leonid Levin.
The bill provides for the creation of a single register of Russian software. The amendments defined a list of criteria to be met by the software to include information about it in the register. Information about the software not be included in the registry, if the information about the programs for electronic computers and databases constitute a state secret or programs for computers or databases contain information constituting a state secret.
The composition of the information entered in the register of Russian software, formation and management, as well as providing details of it will be established by the Government.
In addition, the amendments provide for the duty of state and municipal customers published in the register “justification or reasonable impossibility of compliance in respect of purchases a ban on admission or restrictions on the admission of goods, works and services for the purposes of procurement. ” Thus, the government introduced the obligation to publish a reasoned explanation of the customers purchase foreign counterparts.
According to the authors, the implementation of the bill would be “one of the first steps at the legislative level to form a complex of measures on import of software used for state and municipal needs for the needs of companies with state participation, as well as the preferences of Russian-made software in procurement for state and municipal needs “.
