The deputies State Duma proposed the deletion of the Housing Code of the norm according to which residents sent for demolition or repair of houses flats to be provided in the same city or region

a group of United Russia deputies submitted to the State Duma a draft law on the modification of the Housing Code defining the procedure for allocation of new flats to tenants resettled homes. Now new housing them must be provided within the region of Russia, where there is a settled home in another city people may be relocated only with their consent and in particular cases provided by law.

The relocation of the owners to settle social housing in other regions of the law is not allowed. According to the authors of the bill, this procedure limits the ability of governments to provide Russians affordable and comfortable housing. In this regard, Article 89 of the Housing Code is proposed to delete reference to the region and links to other laws, formulating a rule as follows: “to provide premises with the consent in writing of citizens can be in the boundaries of another locality»

The deputies believe that this approach will help to solve the problem of residents of settlements, “in close proximity to the borders of the territories of the Russian Federation.” And in addition, will give the authorities a number of regions (in the document referred to, in particular, Irkutsk region) the ability to provide, residents resettled houses apartments in other cities.

Authors of the bill point out that its adoption will not require additional expenditures from the federal budget.

In November 2013, Prime Minister Dmitry Medvedev has signed a government decree, according to which the measures for the resettlement of Russians from all emergency housing should be completed by September 1, 2017.
