After the incident with the “Dynasty” human rights will be offered to change the law on NGOs – Lenta.ru

In the State Duma in the autumn session will be made amendments to the law on NGOs, which will establish specific criteria for socially oriented and socially important organizations. This initiative was made by the Council under the Russian President for Human Rights and the Public Chamber, the newspaper “Izvestia».

As explained, the need to avoid ambiguity and socially oriented activities of public interest NGOs came after the story with the Foundation “Dynasty” which was included in the register as “foreign agents”, after which its founder Dmitry Zimin told to stop funding the organization.

Human rights defenders and social activists are going to be clearly defined in the bill, the term “social NGO”. “The law and now there is the term” socially-oriented NGOs, “but it is incomplete. Amendments will only be written in the autumn they will be considered in the State Duma. And before the end of the current year has to be adopted, “- said the HRC.

Russia’s foreign agents found 52 non-profit organizations, with thousands of foreign grants obtained. According to the Ministry of Justice and the Public Chamber for 2014 received 4108 foreign funding of NGOs, totaling more than 70 billion rubles.

May 25 Russian Ministry of Justice on the results of the audit including “Dynasty” in the list of foreign agents. Zimin said that is not going to challenge in court the decision and expressed doubt that the fund will be able to exist without him.

The law on foreign agents, according to which all NGOs financed from abroad and engage in political activity, shall be recorded in the corresponding status, valid from November 2012.

The Foundation “Dynasty” was established by President of “VimpelCom” OJSC Dmitri Zimin in 2001 to support and promote domestic science. He is engaged in providing grants to young professionals in the field of natural and social sciences.
