 The State Duma unanimously adopted on second reading a bill on “undesirable foreign organizations.” In fact, any foreign or international organization may be called “junk” if its activity is found “threat to the foundations of the constitutional system of the Russian Federation, the country’s defense or security of the state”.

 “Junk organization”, according to the bill, should suspend the activities of all departments and branches in Russia and can not create new ones, to close all existing programs and projects and to initiate new ones. She will not be allowed to publish any information materials and disseminate information by any means, including via the Internet. Moreover, it is forbidden to create informational materials, even for the purpose of storage to extend in the future.

 If an unwanted organization is the founder of mass media, its founder’s rights are suspended. She was also forbidden to act as an organizer of public events and rallies, and even just to participate in them. Bank accounts will be blocked junk organization, it allowed only to complete the calculations for the payment of taxes, wages, repayment of fines and damages.

 Banks will not be allowed to carry out financial transactions, if one of the parties to them – an organization recognized by the junk. On each call of the organization, banks will be obliged to report to the FSB. And that, in turn, will have to inform the General Prosecutor’s Office and the Foreign Ministry about trying to make the organization financially undesirable operation.

 Recognized by the junk will be the Prosecutor General in consultation with the Ministry of Foreign Affairs. The Ministry of Justice will have to make another roster – undesirable organizations – and to make those present Prosecutor General’s Office and the Foreign Ministry. In contrast to the law “Foreign Agents” is a procedure out of the list if the Attorney General and the Foreign Ministry will decide that the organization “fix” and is no longer junk.

 The Criminal Code introduced a new article, according to which the management of the organization will be junk punishable by a fine of 300 – 500 thousand rubles to imprisonment for a term of 6 years. In addition, “the implementation of the activities of” junk organization in the territory of the Russian Federation will be covered under a new article of the Administrative Code and is punishable by a fine of 5 to 15 thousand rubles for individuals and up to 100 thousand rubles – for legal entities.
