Earlier, State Duma speaker Sergei Naryshkin said that the request to ensure the presence of the observers asked the new head of PACE Pedro Agramunt in the framework of his first meeting with the leadership of the Russian parliament. In response, Naryshkin said about the impossibility of its implementation has not yet abolished the discriminatory decision of the Assembly to deprive the basic powers of the Russian delegation
