Russian President Vladimir Putin signed a law on deprivation of mandates of deputies-shirkers. The document was published on the official web portal of legal information. Relevant amendments have been made to the law “On the status of a member of the Federation Council and State Duma deputy.”
April 22 the State Duma adopted in the second and third readings of the law providing for additional grounds for early termination of powers of the State Duma deputies and Federation Council members. Each group in the Duma and the Committee, which operates a deputy, be able to initiate the deprivation of the mandate of his colleagues for the “systematic dereliction of duty».
The second reading of the deputies explained what is meant. According to the amendments, the MP may be deprived of his mandate in the event of failure to perform for 30 or more calendar days of responsibilities for communicating with voters; the Electoral appeals and personal reception of citizens in the manner and terms established by the Duma regulations, as well as personal participation in the meeting of the respective chambers of the Federal Assembly, the committee, commission, conciliation, and a special commission, which they are members.
The decision on establishing the grounds for early termination of deputy powers will accept the commission on ethics. It shall then be considered at a meeting of the State Duma not later than 30 days from the date of decision of the Commission.
Thus voting by proxy shall not be considered cause for the revocation of the mandate provided by law.
