Russian President Vladimir Putin signed a law to postpone the election to the State Duma in December to September 2016. The authors of the document were the leaders of the Duma faction “United Russia”, the Liberal Democratic Party, “Fair Russia” and the speaker of the lower house of Sergei Naryshkin. The Constitutional Court found the law to be unconstitutional.
Head of the State signed a law to postpone the election to the State Duma on the first Sunday in December, the third Sunday of September 2016. “The deputies of the State Duma of the sixth convocation, not elected to the State Duma of the seventh convocation or organs of state power of subjects of the Russian Federation or local governments, to December 4, 2016, inclusive stored guarantees of immunity, as well as a number of social guarantees”, – stated in the certificate of public- Legal Department of the Presidential Administration.
The authors of the law made by the heads of the three factions of the State Duma Vladimir Vasiliev (“United Russia”), Vladimir Zhirinovsky (LDPR) and Sergey Mironov (“Fair Russia”) and speaker of the lower house of parliament, Sergei Naryshkin. Mr. Zhirinovsky, who first suggested the initiative, said that it would save budgetary funds. Later, Mr. Naryshkin explained transfer that MPs elected in September will review the country’s budget for 2017, with whom they will work.
Council of the Federation sent a request to the Constitutional Court (CC) to clarify whether the law of the Constitution. July 1 COP recognized that the term of office of the deputy may be reduced, but “only if the constitutional justification and avoidance costs».
Then the speaker of the Federation Council Valentina Matviyenko said that the decision of the COP “put an end” to the question of postponement of elections. “This will not entail excessive financial costs. The data fom a recent survey indicate that the majority of Russians (58%) are indifferent, when will the next elections of deputies of the State Duma, and 53% of respondents, and nothing at all is known about the possible postpone the vote.
What impact postpone the election
Transfer the election on September 18, 2016 will impact primarily on the organization of parties and candidates. By law, the official start of the campaign gives the president “not earlier than 110 days and not later than 90 days before the election day.” In 2011, elections were scheduled for 4 December, and President Dmitry Medvedev has officially launched the campaign for the 96 days prior to the voting day – a decree was issued on August 30.
