The State Duma on Monday will begin to consider a package of four bills on the activities of collection agencies.

Among the projects is particularly noteworthy the law “On protection of rights and legitimate interests of individuals in the implementation of activities for Debt Recovery,” presented by speaker of the State Duma and the Federation Council, Sergei Naryshkin and Valentina Matviyenko . According to the draft, the collectors will be prohibited the use of physical force, causing damage to health and property, as well as psychological pressure and threats. In addition, the ban includes restricting the dissemination of information on debt to outsiders, including relatives. Phone calls to borrowers will be allowed no more than two times a week and, accordingly, no more than eight times a month.

“LDPR” all offers to forbid any collection activities in Russia. However, such a drastic measure, according to experts, can lead to an increase in interest rates on loans and complicate the process of issuing them. The Federal Chamber of lawyers as a whole supports the speakers project except for some technical amendments. FPA believes that it would be nice to enter the professional suitability for licensing and inspection process for the staff of collection agencies.

Oleg Kazakov, a member of the Federation Council Committee on Budget and Financial Markets, proposes to transfer collection procedure debt under the supervision Bank of Russia, as well as to develop a Code of ethics collectors.
