 State Duma Committee on the media and information policy recommended for adoption in the first reading a bill on the actual equating news aggregators to the media, reports

 The bill was introduced in the State Duma and signed by the State Duma deputies Alexander Yushchenko (CPRF) and Alexey Kazakov ( “Fair Russia”) and concerns the activity of news aggregators and social networks.

 In particular, it is proposed to limit foreign ownership in these companies to 20%. In addition, aggregators and social networks will be assigned the duty to check the “authenticity of disseminated information of public interest prior to its dissemination,” and immediately remove “false information” by Roskomnadzor request.

 The bill also provides prohibit the use of mediation in order to “concealment or falsification of” socially significant information, dissemination of false information under the guise of authentic reports.

 If the law is adopted, as well as Internet search engines, aggregators will not be allowed to distribute information about the private life of a citizen in violation of the civil law or any information of a discriminatory nature in order to discredit people or even their own category, including in connection with their political beliefs.

 The bill contains a total of eight points with restrictions and prohibitions for aggregators and social networks with an audience of more than 1 million people per day for failure to which they face fines of up to 5 million rubles.
