Lavrov: cooperation with the United States plutonium is meaningless one-sided games of Washington – TASS

the VLADIVOSTOK, October 9. /TASS/. The agreement with the U.S. on plutonium was not working, Washington played in a one-sided game. This was stated by Russian foreign Minister Sergei Lavrov in interview to the program “Sunday time” on channel one.

“In lighting and perception of this (Russia’s) decision (to suspend the agreement – approx. TASS) is a bit confusing, – said the Minister. – The agreement on weapons-grade plutonium so that it cannot be moved to the weapon as provides for any party to withdraw from this agreement in the event of a fundamental change of circumstances”.

“It’s the law of treaties, as enshrined in the Vienna Convention on the law of treaties, 1969: fundamental change of circumstances allows any of the parties to the agreement to get out of it,” – said Lavrov.

“Fundamental change of circumstances”

“We have recorded a fundamental change of circumstances in regard to aggressive Russophobia, which now underlies the policy of the US towards Russia, he continued. – It is not just about rhetorical Russophobia and aggressive steps, which really hurt our national interests and threaten our security.” This drew the attention of the Minister of foreign Affairs of the Russian Federation, “the approach of NATO military infrastructure to our borders, the deployment of the us heavy weapons, air force of the Alliance, ABOUT, and in its European and Asian segment on the perimeter of our borders and the borders of our allies.” “Of course, sanctions are a manifestation of unfriendly, I would say, hostile actions,” he said.

Lavrov said that the agreement was concluded, when the relationship was “normal, civilized, when no other friend was not rude, did not try to make the partner like an outcast, did not abuse and did not try to interfere in the internal Affairs”. “That was a fundamental change of circumstances, which is recorded in the relevant law”, – said the Minister.

“the Agreement simply did not work”

as for the performance of the task of getting rid of excess stockpiles of weapons-grade plutonium, continued Lavrov, it has been written in the contract should be resolved by burning this plutonium in a capacity – turning it into fuel for nuclear reactors. “This is a costly thing. But we have such a plant built, and the Americans all of a sudden, in the middle of the period when it was necessary to perform the agreement, said it was expensive, so they think, just to dilute the plutonium and pour in the natural vault of a cave or some underground gaps,” – said the Minister.

“But it’s return potential, – noted he. – Then it can again concentrate and it will be weapons-grade plutonium”.

“With us, they were not consulted. They only said publicly that it’s expensive and what they think about something”, – said the Russian foreign Minister.

the Option that they eventually want to use, I noticed Lavrov, were discussed during the preparation of the contract and rejected it as containing the risk of maintaining the return potential. “That is, in this case, plutonium is simply not working, – said the Minister. We went from him, although clearly in the law, and the President said that the plutonium will not be covered by this contract, to use for military purposes under any circumstances. This is our commitment”.

“But it is pointless to cooperate when the other side plays a little one-sided games and is not fulfilling its obligations, – said Lavrov. – This, by the way, the question of negotiability”.
