Amendment in the regulations of the state Duma banning vote by proxy will improve the attendance of parliamentarians and “when a half-empty hall sessions to run “on-call” deputies, leave in the past”, said Vice-speaker of the lower house of Peter Tolstoy (“United Russia”).
Earlier, Deputy speaker of the state Duma Sergey Neverov, the head of the faction “United Russia” Vladimir Vasilyev and his first Deputy Andrei Isayev proposed a ban on the MPs to vote by proxy. According to Neverov, the vote must be personal only.
“We will discuss this proposal, then submit it to a vote. And then, when on a half-empty hall sessions to run “on-call” deputies, leave in the past. I think my colleagues in the faction also support it is a logical and reasonable solution,” said Tolstoy, quoted by the press service.
“I think so: if you are a Deputy, if you were elected to the State Duma, then be kind, do your job. And the work the Deputy is serious: to develop and pass laws, to vote for important decisions for the country, to represent their constituents in the highest organ of state power”, — said the MP.
According to Tolstoy, the Deputy must understand their responsibility to the colleagues on the Duma, the members of the faction in which he is to voters and to his country. “Whether the right of a member of the “skip” meetings? He called proper and useful initiative on the prohibition of voting by proxy for members of the state Duma.
“I will vote for the corresponding amendment in article 85 of the rules. Now, when half the state Duma again consists of deputies from single-member districts, the responsibility has become personal”, — he added.
