As explained in announcing the decision, judge Oles Buckskin, investigators have sufficient grounds to believe that the question could exert pressure on witnesses, and also try to abscond. Oganesyan has been detained in Moscow on November 16. Then he was transferred to St. Petersburg, where on November 17 was charged with fraud.
