Vladimir Putin decided to abolish the jurisdiction of the Ministry of defense of the Federal Agency for special construction (Spetsstroy), learned the newspaper “Kommersant”. The defense Minister already gave relevant instructions

that the President of Russia Vladimir Putin has decided to abolish the jurisdiction of the Ministry of defense of the Federal Agency for special construction (Spetsstroy), writes in Wednesday newspaper “Kommersant”, citing sources close to the defense Ministry and the presidential administration.

According to interlocutors of the edition, the decision was taken after a closed meeting with senior military officials, held on 18 November.

then Deputy Prime Minister Dmitry Rogozin, who became interested in the work of the Agency, ordered the military and builders to disclose information about involved in the construction of military facilities subcontracting companies. In the final report to Rogozin on the President submitted a year ago, said that the Agency performs work only 15-40% of the value of the contracts. Third-party agencies preporucena not only the bulk of the work, but creating the design documentation. Of the started reform of Spetsstroy gave no results, the newspaper said.

Now, according to “Kommersant”, after the meeting on 18 November, the defense Ministry came without reforms, and liquidation. According to the newspaper, defense Minister Sergei Shoigu on the results of the meeting gave his subordinates the order list. Among them is a Directive to the Deputy chief of staff Valery Gerasimov Vasily Tonkoshkura to 10 December together with the legal Department to submit a draft presidential decree abolishing the Federal Agency and to confer on defence tasks for construction of special production purposes.

From orders Shoigu also follows that to prepare for liquidation and transfer, the Ministry of defense functions of Spetsstroy will be Deputy defense Minister quartering Timur Ivanov. He also, in the future, will supervise work units which the Agency receives from the Federal Agency. According to the instructions, the new scheme is going to work in mid-2017.

According to interlocutors of the newspaper, the decision on liquidation of Spetsstroy has already responded to the White house. Rogozin has instructed Roskosmos to enter into contracts with contractors for the construction of the East directly, without the participation of FSUE “Dalspetsstroy”, writes “Kommersant”.
