Russian President Vladimir Putin signed a law on lump sum payments to pensioners, including the military, five thousand rubles in January 2017 instead of the additional adjustment in the second half of 2016. The document is available in the official portal of legal information.
“one-time cash payment and payment on delivery lump sum payments at the expense of budgetary appropriations of the Federal budget”, — stated in the text of the document.

the First version of the law did not apply to recipients of military pensions, this question sparked a public debate. In early November, Deputy Prime Minister Olga Golodets said that the January lump-sum payment of five thousand rubles will receive all pensioners other than the military. Her press Secretary clarified that the right to the benefit are only those military retirees who receive pension insurance.

In late August the government announced that a second indexation of pensions this year will be replaced by a single payment, it will transfer in January 2017 for all pensioners. Budget, it will cost about 220 billion rubles.
