MOSCOW, January 14 – RIA Novosti. All-Russian Forum “State and Civil Society: Cooperation for Development” held in Moscow on 14-15 January; Human rights defenders and social activists to discuss issues related to the financing of NGOs and improving mechanisms for allocating grants.
The main theme of the forum, according to the press service of the Public Chamber (OP) of Russia, which was co-organizer of the event, will be the last change of the law on non-profit organizations. In particular, thematic “round table” forum, participants will discuss issues related to the financing of NGOs, improving mechanisms for allocating grants, the activities of non-profit sector in the field of human rights and freedoms, increasing public activity, support for pensioners, the institution of family, orphans, disabled people.
Regional NGOs will present their projects in the field of volunteering, mass student sports, spiritual and moral education of children and adolescents in the exhibition projects.
The participants of the forum will be civil society activists and representatives of civil society organizations from different regions of Russia, members of the OP, the Human Rights Council and the ONF, experts, as well as heads and representatives of Russian ministries and departments.
The separation of NGOs and tax exemptions
Back in November in the OP proposed the creation of a new all-Russian register of non-profit organizations, to improve the system for evaluating their performance and reporting, as well as give some of them preferential tax status.
According to the provisions of the OP report on the state of civil society in the Russian Federation in 2014, discussed in the plenary meeting in November, the evaluation criteria and non-profit organizations should be submitted to a broad public discussion, which will allow the organization to include socially oriented NGOs or political.

According to members of the House, socially oriented NGOs can be exempt from property tax, land tax and transport, as well as provide them with incentives to lease state and municipal property. “Those non-profit organizations that are involved in political activities do not qualify for tax credits and are required to submit a comprehensive report on their sponsors,” – noted in the House.
Earlier, Secretary OP Brechalov Alexander told reporters that in The Chamber advocates for legal separation on socially oriented NGOs and organizations engaged in political activities, and are ready to develop an appropriate initiative for this.
Investing in NGOs
The head of the Commission on Human Rights of the Council of Development NGOs , a member of OP-Elena Topoleva Soldunova told RIA Novosti that the forum will discuss issues relating to recruitment and development of social investments in the non-profit sector. She noted that it is important to state, supporting NGOs, not only itself is made, but also to create conditions for the support of non-state actors – businesses, non-governmental charities and humanitarian organizations.
“We have a a number of proposals, which we have already formulated, and tomorrow will discuss which of them make a plenary session, “- said the poplar-Soldunova.
In particular, the proposals concern and moral encouragement of non-state actors that support NGOs and tax incentives, and create the conditions that would have contributed to the fact that Russian and foreign companies operating in Russia, not just engaged in charitable activities, but also attracted to this NGOs as partners and implementing their projects in the field of charity.
The human rights activist added that part of the proposals after discussion may enter into a package of proposals for measures to support socially oriented NGOs, which the government plans to send the HRC.
