On Friday, Sberbank Corporate University, where the Kremlin holds a seminar for regional officials, the first deputy head of the Presidential Administration Vyacheslav Volodin talked with the heads of cities. He told them that they should focus on communication with the public.

He called on city leaders to pass some of the functions of local authorities socially-oriented non-profit organizations. “Where they can do the job better than public institutions, engage NGOs,” – he said. The Kremlin, in turn, would consult with the heads of cities. Volodin announced plans domestic unit of the presidential administration to establish an expert group to study the experience of local government reform. The group will include heads of 10 cities with different models of power devices, including Novosibirsk Mayor Anatoly elbow (directly elected), city manager Kaluga Konstantin Baranov, as well as head of the administration of Chelyabinsk Eugene Teftelev (the city has a so-called two-tier system in which City Duma is formed from a number of districts).
