«Without a doubt, Mr. Yakunin will be after the election of a senator and head of the Kaliningrad region will join our ranks. In view of its political weight, naturally, will not be an ordinary senator and likely to take the vacant position of first vice-speaker of our Chamber, “- said a source in the Federation Council.

According to him, the current legislation provides a tough bind senators to the regions. “Since the last five years Yakunin lived in Moscow, and held a major government post, he can go to the Federation Council by the President’s quota, and thus will be the first of 17 presidential senators,” – the source said.

He recalled that according to the law the president has the right to delegate to the Federation Council, at least 17 of their representatives. Since January, the place of the first Vice-Speaker remains vacant after the senator from Mari-El, Alexander Torshin, the central bank moved to the post of Deputy Minister.
