A new foreign policy concept: what the world needs Russia – RIA Novosti

a New foreign policy Concept, signed and published in just a few hours after the announcement of the presidential annual address to the Federal Assembly, could not be not associated with this message.

And it was very interesting – both literally in a few sentences the President will represent the essence of what is happening in the world, if the concept it took 38 pages. Vladimir Putin, by the way, did it, including not mentioning Europe (or the EU) as a whole, only the countries of the East and the United States.

so, it is clear that the concept and the message were developed simultaneously, and there’s a connection. The concept, of course, not only is Europe where, as expected, lists nearly every country in the world (or at least their regions) and the essence of Russia’s relations with them.

this Document is not a novel, it is supposed to be heavy, but accurate. And it is clear that such documents are aimed at a definite audience. Internal, which I wonder what and why we achieve beyond our national borders, and what kind of world we want. And, of course, the concept is designed for an external audience also wants, perhaps, to understand how we formulate the task of our diplomacy.

Here is an important point of reference – that is, those concepts that was. Note, one (pre-previous) concept was adopted on 15 July 2008. It was a completely different world and a different foreign policy. There was no attack by the troops of Mikhail Saakashvili on our peacekeepers in South Ossetia. It was not a major economic crisis that struck in September. It was not a failed “reset” of our relations with the United States, and many do not have.

Then came the next document – February 12, 2013. Also, in General, different world. Although it was not yet directed against Russia coup in Ukraine, to such, remained a year, and it was not failing to strangle Russia with sanctions.
this document and canceled today, instead, there is a new one. More rigid and devoid of starry-eyed appeals.

the Most interesting thing in it is the “philosophical” part of what is happening in the world. Namely, the complexity of the structure of international relations, the shift of the center of global development in the direction of the Pacific. And yet, global competition, acquiring a form of competition of values – when other States impose a scale of other values.

And again – the power and the truth

and here is the output which looks, if not the main throughout the document (there are a lot of things – most importantly), there is a significant innovation and a reference point. Namely: “the struggle for dominance in the formation of the key principles of the future organization of the world system becomes the main trend of modern stage of world development”.

That is, there is not only and not so much to take away oil, gas, markets, etc. Not for physical survival, in General. The fight is often over who has the moral right to develop rules of the game on the world stage.

Remember how in the beginning of the Ukrainian crisis and the departure of the Crimea from Ukraine, we were trying to say that we are violating the “rules of the game”. And we answered: wow the rules when you can overthrow governments and many other things, but we can not anything including the impossible to argue. That’s the point.

And then in the document there are some interesting regulations about what strength. On the one hand, it is recognized that while the “great war” is unlikely, but there is a risk of collision through involvement in regional conflicts. But then factors other influence – economic, legal, technological, informational.

the Latter, of course, the most interesting, especially after the American incessant screeching about how “Moscow played up to Donald Trump,” and he won. We thought that Russia (and not only it) years been the victim of information warfare, but it turns out that it happens and Vice versa? And how did we do that?

Accordingly, the concept of Russian foreign policy implies the promotion of our “soft power”, which could affect other countries and civilizations to the game in the information field was not one-sided.

However, this is only one aspect of our current foreign policy, purpose, and meaning which the document is, in particular, and so: the country’s participation in “shaping a just world order”.

But, if you go back to the meaning of the presidential address to the Federal Assembly, the foreign policy that understands how complicated the world is, how deep will be the beginning in this change – it will not fail. It is important that within our borders, the Russian society remained healthy, able to withstand this long global transition.
