In turn, the speaker of the Federation Council Valentina Matvienko said, that in case if the Federation Council postponed consideration of the anti-terrorism package, according to the Constitution, the laws would have gone directly to the president for signature without the participation of senators.
“Of course, you can hide your head in the sand, but it is better to participate in the discussion of the laws” – she said.
The amendments developed by the chairman of the Duma’s security committee, Irina Spring and the head of the Defense and Security Committee of the Federation Council, Viktor Ozerov, previously caused sharp criticism of the largest Russian mobile operators – MTS, “VimpelCom” “Megaphone” and Tele2. They warned that the adoption of the law will result in the growth of tariffs for subscribers and decrease in the quality of communication services.
