The deputies have prepared the new version of amendments to the “anti-terrorism package” deputy Irina bills Spring and Senator Viktor Ozerov. The bill will be adopted by the State Duma in the second reading on Friday.

Of the new amendments to the bill excluded the rate of deprivation of nationality, said RBC deputy chairman of the committee State Duma safety and anti-corruption Ernest Valeev . In the first version, introduced in April, the bill proposed to revoke the citizenship of terrorism or the taking of hostages, attempt on the life of a state or public figure, violent seizure of power, armed rebellion, sabotage, public calls for extremist activities, separatism. In addition, there is contained a ban on leaving the country in case of a citizen of an official warning about the inadmissibility of actions that create conditions for the commission of terrorist crimes. The package was developed with the assistance of the Security Council, told the interlocutors RBC Safety Committee.

On Monday, June 20 the Duma Security Committee approved amendments for the second reading of the bill. The amendments eased the rate of the travel ban, restricting the travel of five years only in the case of outstanding or unwithdrawn convictions for terrorism, extremism and separatism. At the same time the amendment expanded the grounds for loss of citizenship. According to the amendments approved by the Committee, a person was considered to voluntarily renounce Russian citizenship, if he has committed terrorist crimes. Voluntarily renounced citizenship also were those who enlisted in the army of another State, or working in foreign courts, as well as working in foreign companies.

The rules on deprivation of nationality and the travel ban criticized human rights activists. For example, the rate of deprivation of citizenship would affect Russian citizens who serve in the Israeli army, as well as to residents of Abkhazia and South Ossetia, which have Russian and local passports, they point out.

Consideration of the draft in the second reading was scheduled for Wednesday, June 22. However, the deputy Valeev, who spoke on the draft rapporteur, asked to postpone consideration of the issue on Friday. The committee on security is explained RBC preparation of new amendments to the bill. On Wednesday a package of amendments disappeared from the database of the Duma draft laws. According to sources RBC, at the last moment the deputies decided to rewrite the amendment in view of the Federation Council and Duma factions discontent.
