The Communist Party has written list against the government – Kommersant

Communist Party put forward a list of candidates to the State Duma. The federal ten included almost all the pieces that were party to the 2011 elections, led by Gennady Zyuganov. The list did not include about a dozen current State Duma deputies, and the places went to writer Sergey Shargunov and United Russia deputy Rizvan Kurbanov. The congress traditionally Gennady Zyuganov criticized the government. The political scientist believes that the Communist Party has a chance to attract the votes of “angry paternalists”.

List of the Communist Party headed by the chairman of the Central Committee of the Communist Party Gennady Zyuganov. In second place cosmonaut Svetlana Savitskaya, the third – the Central Committee of the Communist Party secretary for organizational issues Yuri Afonin, which is considered a “young politician” in the Party (39 years old). The fourth is Nobel laureate Zhores Alferov. The federal part of the list also included the first deputy chairman of the Central Committee of the Communist Party Ivan Melnikov, deputy chairmen Vladimir Kashin, responsible for ideology, Dmitry Novikov, as well as a State Duma deputy from its first convocation – the coordinator of the Communist Party faction Sergei Reshulsky. Completing the top ten MP Vakha Agayev (its sources “b” are called sponsored party) and secretary of the Kazbek Taysaev.

Candidates scattered

Ten was traditional for the Communist Party. There were not two people who were part of the federal government in 2011: the former head of Federal Drug Control Service Viktor Cherkesov, who did not go to the polls, and the Admiral – the head of the Defense Committee Vladimir Komoedov. He will lead a regional group of the Crimea, Sevastopol and the Kaliningrad region. In Sevastopol, he would go to the polls and as a single-seat districts. Following Mr. Komoyedov in regional group suddenly put a State Duma deputy from the “United Russia” Rizvan Kurbanov. Before getting into the Duma in 2011, he was the first deputy chairman of the government of Dagestan, had worked, including the prosecutor’s office. In the primaries of United Russia did not go.

the largest regional group, comprising the Republic of Altai, Buryatia, Tuva and Altai territory headed by writer Sergei Shargunov: below its party members were in the group with the experience – for example, the deputy of the second – fifth Nina Ostanina convocations and MP Mikhail fill in. At the same time, as he wrote, “Kommersant” on 16 May, Mr. Shargunov nominated as opposed to status spravorossov Valery Hartung in Korkinskom district of Chelyabinsk region.

has suddenly become “moving” in the Irkutsk group, headed by Governor Sergey Levchenko, deputy of the State Duma Andrey Andreev. He also pops up in the Bratsk District area. In 2011, Mr. Andreev was elected from the Komi Republic and Arkhangelsk region. “I’ve worked here in the campaign (for the election of the governor in 2015 Levchenko godu.- ” b “), so that the region is well known to me,” – said “Kommersant” Andrey Andreev. At the same time, the Arkhangelsk region and Komi communists joined the list with the Kirov region. This group was headed by the leader of the Kirov Communist Duma deputy Sergey Mamaev, who in 2015, in the elections of the Mari-El scored 32.31% of the vote. Consolidation group source “Kommersant” in the party linked to Mr Mamaev friendship with one of the deputy chairmen of the Central Committee of the Communist Party.

Consolidation groups are planning to all parties. The CPRF their remaining 37 (there were 73 in 2011). As deputies in the Communist Party more, it plays an important role, as the party united group, and one of the deputies of the places mentioned in the group when several deputies. Place in a group determines the order of receipt of the mandate. Thus, by combining the Ulyanovsk region and Tatarstan CC management gave preference to the former First Deputy Prosecutor of Moscow Yuri Sinel’shchikova (after the death of Victor Ilyukhin responds in a fraction of the penal law) and put it on the first place in the regional group, and not the former secretary of the Central Committee for the election of Viktor Peshkov . In the Omsk region, Oleg Denisenko (ran in 2015 for governor) appeared only in third place in the group. He moved in the neighborhood.

Some of the deputies have not received a safety net in the form of a place in the list – for example, Denis Voronenkov that goes on Nizhny Novgorod only single-mandate constituency. A similar situation in the ex-head of the St. Petersburg City Committee of the Communist Party of Svyatoslav Sokol, who will try to re-election in the South-eastern district of the city. Do not got a place in the list and Dmitry Nosov, which is in the State Duma, the LDPR, but agreed with the Communist Party on the election of the District of Krasnoyarsk Krai Divnogorsk: there he will oppose the leader of the “Patriots of Russia” Gennady Semigin. About 15 members of the Communist Party will not go to the elections – in particular, Sergei Muravlenko, Alexander Kulikov Valentin Romanov.

paternalists not against communists

In 2011, the Communist Party took the elections 19.19% of the vote, won 92 seats in the State Duma. When a mixed system of elections, when 225 seats will be raffled among the single-seat districts, with the same result, the number of seats obtained by lists halved. The two sides “b” in the party believe that the Conservative Party campaign scenario will get around 70 seats – based on about ten won single-mandate constituencies. Secretary of the Central Committee of the Communist Party Sergei Obukhov says that the party will seek to obtain “some 120 seats.” June 19 VTsIOM conducted a survey of whom wish to vote citizens. Communist Party at a closed poll choose 9.5% (15.9% say they will not participate in the elections, 8.3% – that the ballot paper).

According to the “Levada-center”, the negative attitude to the Communist Party of the majority of Russians do not: 4% negative attitude, even at 13% rather negative. 39% of Russians have a positive attitude to the Communist Party, 11% (very positive). In 36% neutral attitude. Communist Party more than any other opposition parties the impression that there has been “a great impact on the socio-political life of the country” – so consider 32% of Russians, 42% admit her “some influence”. Appreciate the Communist Party above all for the “sequence of the political line” (16%), “a clear program of action” (16%), “organization” (13%) and “defending the interests of the people” (13%).

To prove their appeal to voters going to the Communists first “ten theses Zyuganov.” The Communist Party continues to talk about the nationalization of the commodity sector; state monopoly on the production and sale of alcohol; progressive income tax; benefits for “children of war”, and so on. Criticism during the campaign will focus on the government and its head, Dmitry Medvedev. From Vladimir Putin’s criticism of the Communists abstained almost the entire sixth convocation of the State Duma. Communist Party leader unless recommended the president to properly dispose your rating: expel from government liberals, replacing them with professional patriots. “One of the strengths of his side – he will not give up its” – said “Kommersant” Mr. Zyuganov, noting that “a firm loyalty to their unacceptable in a crisis.”

Communists “act quite rationally, as replay Putin on foreign policy issues is impossible,” said “Y” political analyst Boris Makarenko. A “dominate the paternalistic attitudes in society” in domestic matters, where citizens are just waiting for decisions from the power of all their problems. “Loyal paternalists” – it is the voters of “United Russia”, “disappointed paternalists” – it is the voters, “Fair Russia”, “angry paternalists” – the electorate of the Communist Party, he said. “And as the crisis continues, the ranks of the disaffected and angry paternalists will grow”, – said the expert, who believes that the Communist Party after the elections can get at least 15% of the vote.
