The initiator of the law about the Russian nation spoke about the purpose of its creation – TASS

MOSCOW, 1 Nov. /TASS/. The law of the Russian nation and the management of inter-ethnic relations will at the highest level to consolidate the concept of the Russian nation as a “political co-citizenship” and to define the purpose of development of the state. This opinion was expressed in an interview with TASS, the author of the initiative, chair of the Department of the Russian Academy of national economy and public administration Vyacheslav Mikhailov.

yesterday at a meeting of the Council for interethnic relations, chaired by the President of Russia Vladimir Putin in Astrakhan, Mikhailov proposed the law of the Russian nation and the management of ethnic relations, which should absorb all the innovations related to interethnic relations. Putin endorsed the idea.

As noted by Mikhailov, in the Constitution the concept of the multinational people of the Russian Federation is not decrypted, everyone interprets it differently. “Some believe that this is a civil nation, others – that is the nation of Nations, multi-ethnic people,” he explained. In this case, approved in 2012, the national ethnic policy Strategy for the period up to 2025 is already such a thing as a Russian nation, noted the Agency interlocutor.

However, in his opinion, the strategy is limited by time, and that’s her drawback. “I believe that the strategy should go to the law about the Russian nation,” – said Mikhailov. According to him, the legislation of different countries is the concept of nation, for example, British, American, French.

Mikhailov believes that the law will set the “state line”. “This is the explanation of the concept: the Russian nation not only as a civil nation, but as a special kind of civilization. When we say “Russian nation”, is co-citizenship in a country with clearly defined borders,” he said.

the scientist noted that the concept of “Russian nation” “is not present any ethnic beginning, this is a purely political co-citizenship”. “The Russian nation in this case is the Union of all citizens. We connect civil, political nation with the ethnic communities,” – said the Agency interlocutor.

Speaking about the necessity of passing such a law, Mikhailov noted that “the law is above the decree and the above strategy and target setting, is the level of greater unity, is the goal”.

the Scientist did not rule out possible changes that may affect the preamble of the Constitution. “If this law is passed, it can even be changed corresponding to the interpretation of the preamble of the Constitution: “We, the multinational people (the Russian nation),” said he.

Mikhailov recalled that normally following the meeting of the Council for interethnic relations, the President gives instructions on development of those or other normative acts. “First and foremost, it is necessary to wait, when the President will give the appropriate orders, he became interested in the question, but the order is not” – said the Agency interlocutor.
