Vladimir Putin called Russian NGOs to solve national problems – RIA PrimaMedia

Vladivostok on January 16, PrimaMedia. The Russian non-profit organizations (NPOs) should solve national problems. The President of the Russian Federation Vladimir Putin said today on the national forum “The State and Civil Society: Cooperation for Development” held in Moscow on January 14-15. The head of state took part in the plenary session, in which participants summed up the work of the thematic areas that have passed the day before. Opening the meeting, the Secretary of the Public Chamber of the Russian Federation Alexander Brechalov noted that in 2014 the vector of civic engagement has shifted from the political to the social sphere. Despite this President has assured that political NGOs will continue to receive support from the state, but they need to adjust their activities to address national problems.


 

– There is nothing unusual, – said Vladimir Putin. – Elections come closer – we’ll see how this activity flows in the opposite direction. But this does not mean that the state will not support NGOs working in the political sphere. The truth is – and I would like here to make a reservation, I would like to express their opinion on the matter, – when we talk about NGOs working in the politica l sphere, I think that it should be an activity that is aimed at solving national problems. For instance, the improvement of the political system, the improvement of the judicial system, law enforcement, advocacy is definitely. But NGOs can not and MUST NOT be used in solving the partisan issues, or is itself the essence of a non-profit organization disappears.

The President stressed that political work should be built in a civilized manner, including the fight against the opposition and the authorities. In the NGO president sees partner who plays the role not only in developing countries but also to strengthen the sovereignty and the consolidation of society.


 

Among the proposals developed at the forum, which was unanimously supported by the community members and representatives of several ministries had the initiative to create a unified register of NGOs, as well as providing tax incentives for socially oriented organizations. “It is a good initiative to support socially oriented organizations, I also support it. But it is necessary to specify, should be very clear terms – what is socially oriented organization – said the Commissioner for Human Rights Ella Pamfilova. According to her, it is necessary to determine which category in this case relate human rights work. After all, “whit e and fluffy human rights” does not happen, and they are not interested in supporting local and regional authorities, but they serve an important function in the development of civil society and the protection of the population.

The President noted that the regional authorities should be approached not formally working with NGOs and interested. As for their support and funding, this government intends to continue to work. A proposal developed at the forum the president promised to consider and give appropriate instructions to the government.
