B: the defense Ministry has suspended Spetsstroy from asset management – RIA Novosti

MOSCOW, 6 Feb — RIA Novosti. the Ministry of defense suspended the Federal Agency for special construction (Spetsstroy) from asset management, wrote on Monday the newspaper “Kommersant” with reference to sources in the Central apparatus of the defense Ministry.

“About two weeks ago, the Agency was removed from the management of their assets, most of which are the 18 Federal state unitary enterprises (FSUEs). It was reported to the military authorities, as well as all enterprises of Spetsstroy and the Agency’s Director Alexander Volosov”, — writes the edition with reference to sources.

the Publication also refers to a letter from the Deputy Minister of defense for the cantonment of Timur Ivanov, which prohibits heads of Federal state unitary enterprises of Spetsstroy and to contact each other without the permission of the Ministry of defense.

“Correspondence on all matters of activities of Spetsstroy with no exercise, the Spetsstroy guidance to managers of organizations without the consent of the defence Ministry not to send”, — quotes “Kommersant” the text of the letter.

According to the newspaper, the staff of the defense Ministry is currently conducting an audit of the enterprises of Spetsstroy. The main issue is the amount of Federal debt.

Russian President Vladimir Putin signed a decree abolishing the Federal Agency in late 2016. Liquidation of the Agency must be completed by 1 July 2017. Informed about the decision to eliminate the Agency told the defense Minister Sergei Shoigu. According to him, the Armed forces will include eight Federal state unitary enterprises that are building only the sensitive sites of the defense Department. This will allow to get rid of intermediaries in the execution of government contracts and reduce the number of administrative staff in half, said Shoigu.

According to Deputy Prime Minister Dmitry Rogozin, the elimination of Spetsstroy is associated with numerous abuses during the construction of the cosmodrome “East”. Due to embezzlement of funds during the construction of the spaceport opened more than 20 criminal cases, defendants whom became the heads of several subdivisions of the Spetsstroy.
