He offered to give up the priority enshrined in the constitution of international law. As explained by the president’s press secretary, Dmitry Peskov, personally, he did not know whether considered seriously by anyone, “the option” to strengthen the independence of the country. He said this in an interview with “Kommersant”. On the eve of Bastrykin noted that the provision of

the constitution of the priority of international law over national law “works against the interests of Russia.” In this regard, he proposed to amend the Basic Law.
