Volodin instructed to create a working group to develop requirements for introduced bills – TASS

MOSCOW, December 16. /TASS/. Speaker of the state Duma Vyacheslav Volodin has instructed the deputies to establish a working group to prepare claims that will be offered for insertion in the lower house of the Parliament bill. The journalists said the first Deputy Chairman of the CPRF Central Committee, first Deputy Chairman of the state Duma Ivan Melnikov.

According to him, “the point is to minimize the intake of legally poorly prepared bills and to prevent the change of the concepts of bills after the first reading by amending second”.

“the Chairman of the state Duma Vyacheslav Volodin has charged to create working group, whose purpose – preparation of requirements to make the bills,” – said Melnikov.

As pointed out by the first Deputy Chairman of the state Duma, the working group will include the head of the Committee on state building and legislation Pavel Krasheninnikov, Chairman of the Committee on rules and organization of work of the state Duma Olga Savastianova and head of the Committee on Federal structure and local self-government Alexei Didenko and representatives of the legal Department of the Duma.

“One of these regulations will not solve the problems. So we are talking including about the finalization of the long lying in the Duma portfolio of the draft law “On the procedure for adoption of Federal constitutional laws and Federal laws,” – said Melnikov. In his opinion, it is important to make rules clear and single, but did not prevent the parties to implement their programs and promises in the legislative work.

“Our proposals, in accordance with the decision of the Council of the Duma will be developed including taking into account the opinion of the Plenipotentiary representative of the President of the Russian Federation (the state Duma) Harry Mincha,” concluded Miller.
