Duma passed a law limiting the number of election observers – BBC Russian

The Russian State Duma adopted in the second and third readings made by the Communist Party faction bill restricting the number of observers at polling stations.

According to the bill, tekstkotorogo available on the website of the Duma, henceforth, any participating in the elections, the party has the right to appoint a separate electoral committee only two observers.

In the explanatory memorandum to the bill states that, without limiting the number of observers to the elections the party practiced “bribery of a large number of voters,” under the guise of contracts concluded with them on performing the functions of an observer.

“In the elections of 13 September 2015 there was a situation when in fact under the pretext of concluding a contract on the exercise of powers observer candidates commit bribery of a large number of voters that apply to the Election Commission document on the direction of them as observer vote and left the polling station. The total time of the commission of observers in the room was no more than 5-10 minutes, then came the next observer. And such a situation took place during the voting day, “- say the authors of the bill.

Which candidates have resorted to such practices, in the explanatory memorandum does not say.

The bill also establishes that the party must provide a list of appointed observers to election commissions for the three days before the vote. Also, it is regulated in the photo and video sections. It can be done only with the space, which is defined chairman of the district commission and with prior notice to the Commission.
