By the end of this week a bill that will regulate the way of exception from the list of NGOs as “foreign agents”, can be signed. About this course of events announced Yaroslav Nilov, who is chairman of the committee of public relations in the Russian Federation.
18 February, the document was approved by the relevant committee and sent to the primary reading, which is scheduled for Friday.
It is worth recalling that the President of the Russian Federation Vladimir Vladimirovich Putin earlier this month submitted to the State Duma a few changes. New amendments entitle NGOs that are “foreign agents” to leave the registry. The paradox arose because today is the right to exclude: those who once made the list of the organization, then they could not leave the registry, even if they were deprived of foreign financial assistance.
According to the procedure, which is fully described in bill to exclude from the list of such people, NPOs must apply to the Ministry of Justice of the Russian Federation, after which it shall be subject to inspection by the prosecutor’s office. NGOs will be removed from the list only in case of non-receipt of confirmation of money from other countries, and the absence of any political activity on the territory of the Russian Federation. NGOs, which entered into the registry again be able to leave only at the case for three years there were no transfers of money from abroad, and there was no political activity. If NGOs wanted to leave as soon as the registry gets into it, it will be obliged to abandon the foreign money and return to their former owners. Make such a procedure is required no later than three months from the date of the roster.
The new presidential corrections play an important role for many NGOs that no longer receive financial support from abroad. Konstantin Kostin, who directs the Civil Society Development Foundation, said: “It is enough to analyze the distribution of the presidential and government grants over the past year to see that many of them have now started getting money in Russia, from the budget.” Now Kostin believes that “changed his mind” will have an opportunity that will give them a way out of the registry.
