A group of deputies-spravedlivorossov introduced a bill prohibiting the president and the government to make their own decisions on economic sanctions.

The bill authored by Dmitry Gudkov, Valery Zubov, Sergei Petrov, Sergey Doronin and Mikhail Serdyuk was submitted to the State Duma on the eve of February 25. The document proposes to deprive the executive branch unlimited authority to impose “special economic measures” and resolve to impose sanctions and antisanktsii similar to the existing product embargo only after discussion in the State Duma – in the form of a federal law. The same applies to decisions on the abolition of these measures.

In the explanatory memorandum adopted by the authors refer to the August decision to impose an embargo of the product contrary to the Constitution, as Article 55 of the basic law of the Russian Federation suggests that the rights and freedoms of man and citizen may be limited only after the adoption of the federal law and only to the extent that this is necessary in order to protect the constitutional order, morality, health, rights and lawful interests of other persons, national defense and state security.
