In February 2015 the Armed Forces declared legal requirements for the appearance of schoolchildren, approved by decree of the government of the Republic of Mordovia and prohibiting, in particular, in educational institutions the wearing of religious clothing in the region and headwear, including the hijab.
This decision has caused discontent on the part of some representatives of the Muslim community and human rights activists. In turn, the Minister of Education Dmitry Livanov told reporters that “today at the federal level, the rule describing how children should be dressed in the school”, and one of those rules says that school clothes “should be secular.”
