President Vladimir Putin signed a decree on the new version of the military doctrine of Russia, the Kremlin press service. Changes in the document have been approved at a meeting of the Security Council on 19 December.
The document specifies a total of 14 major external military threat to Russia. These include the subversive activities of foreign special services and organizations, the growing threat of extremism and terrorism in a lack of effective international cooperation in this field, as well as the proliferation of weapons of mass destruction, missiles and missile technology.
The new version of the military doctrine of increasing power potential NATO attributed to the main external military threat to Russia. It is about empowering alliance “global functions carried out in violation of international law” as well as “approaching the military infrastructure of the country – members of NATO to the borders of the Russian Federation, including through further expansion of the bloc.”
Threat is named as “setting in the states contiguous with the Russian Federation, modes, including as a result of the overthrow of the legitimate government bodies whose policies threaten the interests of the Russian Federation.”
Informational influence on young people is one of the main internal military threats, according to a new version of the doctrine. Among emanating from Western intelligence agencies dangers contains “activity information impact on the population, especially young citizens of the country, which has the aim of undermining the historical, spiritual and patriotic traditions in the field of defense of the Fatherland.”
The doctrine also notes that the use of externally funded and run by political forces and social movements, the use of military force in conjunction with other means, including the use of the protest potential of the population, are the characteristic features of modern military conflicts.
The new edition of the doctrine, as well as the previous one, allows the use of nuclear weapons in response to an attack with conventional weapons.
In September, Deputy Secretary of the Security Council Mikhail Popov said Russia before the end of the year will take a revised military doctrine in relation to the emergence of new threats. The need for change is related to the expansion of NATO missile defense issue, as well as the situation in Ukraine.
Among other things, updated military doctrine will be marked by the need to import in the field of armaments, said Popov. “Obviously made to clarify the military doctrine should be directed at eliminating our dependence on imports of machine tool production, supply of raw materials and components,” – he said.
Previously serving Russian military doctrine was adopted four years ago. In particular, the document provides an opportunity to pre-emptive nuclear strike on the aggressor in critical national security situations. In this case, to use nuclear weapons in repelling aggression with conventional weapons Russia can not only large-scale, but also in a regional and even a local war.
