Vladimir Putin signed a decree “On the Military Doctrine of the Russian Federation”, the official website of the President. Clarification of the Military Doctrine of the Russian Federation has been done to address the Security Council of Russia on July 5, 2013. The new version of the doctrine was approved at a meeting of the Russian Security Council December 19, 2014.

In the “main external threat”, the first item called “capacity of the power capacity of the North Atlantic Treaty Organization (NATO) and giving it global functions carried out in violation of international law, the approach of the military infrastructure of countries – members of NATO to the borders of the Russian Federation, including through further expansion of the block. ” In addition, a number of major hazards attributed the creation and deployment of strategic missile defense systems, the growing threat of global extremism (terrorism) and “the establishment in the states contiguous with the Russian Federation, modes, including as a result of the overthrow of the legitimate government bodies whose policies threatened interests of the Russian Federation ».

Among the major internal hazards referred to as” activities aimed at overthrowing the constitutional order of the Russian Federation “, terrorism, and information impact on the Russians, especially young people, in order to undermine the” historical , spiritual and patriotic traditions in the field of defense of the Motherland ».

As already wrote RBC doctrine was not included in the provision for pre-emptive nuclear strike. Sources close to the development of doctrine, told that during the discussion of “persistently voiced proposals to fix in an updated position of the military doctrine of the possibility of nuclear strikes on the territory of a potential aggressor or groups of countries.” At the same time specified that “particularly insisted on making provisions for pre-emptive strike military.” In the previous adopted in 2010 doctrine, this provision is also not there. In an improved variant of the use of nuclear weapons is governed by Article 27: “The Russian Federation reserves the right to use nuclear weapons in response to use against it and (or) its allies of nuclear and other weapons of mass destruction, as well as in case of aggression against the Russian Federation with the use of conventional weapons, when under threat

the very existence of the state. ”

In the Russian military doctrine emerged position of non-nuclear deterrence. The position of the non-nuclear deterrence entered in the 8th article of the document. It is defined as “a list of political, diplomatic, and military-technical measures aimed at preventing aggression against the Russian non-nuclear means.” In the development of this measure drafters took into account the views of experts and the “urgent imperative of our time».

«Nuclear weapons today can not be an absolute deterrent. Objective reality is that new threats and challenges of a military nature, such as in particular, as a hybrid of the war, the realization of our potential enemy concepts “geocentric theater of operations”, “Global Strike”, “network-centric space” demand response. The system of non-nuclear deterrence – one such response tools “, – said a source close to the development of the document during its discussion.

The forces of strategic non-nuclear deterrence will serve as the “prevention of any war, any armed conflict,” the source said. “Let’s be frank: a direct military confrontation with NATO bloc, in countries which live nearly half a billion people, for Russia it would be like death. Including and for this reason the goal of the military policy of our state – the prevention of war “- he said then.
