Russia once again called upon the parties to the conflict Ukrainian strict implementation of its obligations, said the Ministry of Foreign Affairs of the Russian Federation.

In Minsk, February 12 was signed Complex up to the Minsk Agreement. It is envisaged that from February 15, the parties should cease fire. The basic condition for a political settlement of the conflict is the constitutional reform in Ukraine, to be held before the end of 2015. Its main elements should be decentralized. As long as the Ukrainian constitution is not amended, Ukraine will not be able to regain control of the border with Russia.
