MOSCOW, January 12. /TASS/. Making the right decisions of international parliamentary institutions is possible only in case if in the course of their development there are different points of view. This said the speaker of the state Duma Vyacheslav Volodin at a meeting in Moscow with Chairman of PACE Pedro Agramunt.
“The biggest opportunity is the opportunity to speak in Parliament. And when deprived of the right to vote, have only the Inquisition to enter, and, accordingly, is not to think about democracy, which basically does not allow for such a decision,” he said.
“the Key issue is discussion of the rules of the PACE, based on which the Russian delegation was deprived of voting rights. Of course, we believe that this is unacceptable in Parliament, given that Parliament should sound the different points of view”, – said Volodin.
At the same time, the Chairman of the state Duma of Agramunt thanked for his constructive position. “The fact that the PACE President is bothered by the fact that it would be right to have all 47 delegations participated in the parliamentary Assembly, it is encouraging that the PACE, (before) taking such a discriminatory decision, fix its rules of procedure, and the rights of national delegations will be protected”, – said Volodin.
He added that “when deprived of the voting rights of a national delegation is deprived of voting rights the whole country. “This is unacceptable”, – said the speaker of the state Duma.
the MP also pointed out that the purpose of the work of international parliamentary institutions is “the right decisions”. “And the right decisions can be taken only when they hear each other, anyway, there are different currents of view,” he said. “And if excluded from the decision-making of the deputies of the whole country, then it makes sense to create such institutions?!”, – said Volodin.

Volodin also proposed the PACE to adopt a “smart approach” in the establishment of balance of interests of all members of the Assembly.
So he responded to a remark from Agramunt, who is on a visit in Moscow, called the “smart approach” the formation of the state Duma, where in the presence of a constitutional majority of the ruling party “United Russia” 50% of leadership positions belong to representatives of the opposition.
“This design allows you to maintain and balance in Parliament, to Express a point of view, to help develop solutions. Maybe the PACE will adopt this approach, because it will serve as a positive basis in order to take balanced decisions”, – said Volodin. “If you see here a clever approach, as you said, maybe this approach is necessary and the PACE,” he added.
Review of decision
the Speaker of the state Duma advised PACE to revise the previously adopted undemocratic decisions.
“of Course, we have within our contacts, communicating with the member countries of PACE, can see that from their part there is a misunderstanding of the decisions implemented,” said Volodin.
“In this regard, we have a certain hope that these questions you, taking control, somehow will be discussing with political delegations, and may be able to change the decisions previously taken in the adoption of regulation (PACE)”, – he said. “Of course, we are all seriously going to cancel previously adopted its decisions, but if they do not correspond to neither democracy nor the spirit of the parliamentary system, it would correct these decisions, of course, to reconsider,” – said the Chairman of the state Duma.
About the rules of the PACE
Vyacheslav Volodin called Pedro Agramunt to change the rules of the Assembly to protect national delegations from the possible deprivation of a voice.
“what are you, President of PACE bothered by the fact that it would be correct to 47 delegations participating in the PACE, again encouraging that the PACE, at the time, taking such a decision, to discriminate against a national delegation, fix its rules of procedure, and the rights of national delegations will be protected”, – said Volodin.
