The State Duma on Tuesday will consider in the second reading amendments mainly to the Administrative Code, allowing motorists to pay in violation of traffic rules only half the amount of the fine. According to the amendments, to obtain “free” discount of 50% violators, in the case of pleading guilty, you must pay the fine in advance, that is, not later than 20 days after the issuance of an administrative ruling by law instead of the 60 days.

At the same time, it is expected that the new amendments will not apply to a number of serious traffic violations. In particular, the liability in full and the fines will act in cases of driving while intoxicated, speeding relapses by more than 40 km / h, running a red light, driving on the opposite lane and causing an accident resulting in injury and easy moderate severity.

The authors expect that with the introduction of the possibility of paying only half the penalty will increase significantly as a whole collection of them, and will be excluded “cases of unjustified and formal appeals against the decisions”, reducing the burden on officials, police, judges, and bailiffs. The law, if adopted, could come into force on January 1, 2016.
