Russian President Vladimir Putin said that the constitution should be stable, but it can make adjustments if required by “life itself”.
The President gave a speech at the Constitutional Court in St. Petersburg, speaking personally to the head of the Court Valery Zorkin.
It was dedicated to the Constitution Day, which is celebrated in Russia on December 12.
“The constitutional process is never finished forever. Sometimes life itself needs to make the Basic Law some adjustments,” – said the president.
“It is clear that constitutional norms must constantly analyze, apply to the rapidly changing reality, to study law enforcement practices and be able to look “beyond the horizon”. And it is impossible to overestimate your contribution, dear colleagues, to the creation of the so-called “living Constitution” – Vladimir Putin said.
He said that the creation of a “living Constitution” means the conservation of the text, but, thanks to new interpretations and comments, “the constitution becomes bigger and more modern”.
At the same time Putin has repeatedly stressed that the constitution should be “stable”.
“The most important value of the Basic Law is its solid legal foundation and stability, “- said the Russian leader.
” Our Constitution is protected from unwarranted intrusion, dictated by short-term political expediency [...] The stability and sustainability of constitutional principles and norms – one of the key conditions for the successful development of our the country and the consolidation of society, “- said Vladimir Putin.
Amendments without referendums
